EPA's Attempts To Regulate Carbon Emissions Attacked From Many Sides
Politico (8/2, Samuelsohn) reports President Obama's "'Plan B' for tackling global warming is under attack in the courts and on Capitol Hill," as "two conservative attorneys general, a major coal company...are leading the charge to overturn the Environmental Protection Agency's ability to write its own climate rules" in federal court. And "key coal-state Democrats and nearly all Republicans are also unified in their bid to slow down the EPA via legislation - and they're determined to force a series of votes on the issue before the next big suite of rules start kicking in next January." Although "bids to stop the EPA started even before the agency concluded last December that greenhouse gases are a threat to public health and welfare," the EPA's decisions "are now front and center as the Obama administration starts exercising its administrative muscle after Senate Democrats last month shelved a broader climate bill for the year."

Strategic Buffers: Don’t Take J-I-T Too Far
Having parts sitting around in any form of storage is the antithesis of “Just-in-Time” (J-I-T) parts supply ideology. It costs money to have parts sitting around, and the J-I-T advocates have convinced some of us that those costs are so horrendous that it is sinful — if not criminal — to have any. As a result, one sees many situations that are horribly cost ineffective even though there is very little work-in-process. The reality is that properly sized work buffers between the right operations can reduce costs significantly.
